Belgian Prime Minister Bart De Wever sets the tone, acknowledging the need for change but expressing the difficulty in navigating these complex issues.

The meeting aims to shape proposals for a crucial summit in March, addressing the competing visions within the EU. While some leaders, like German Chancellor Friedrich Merz and Italian Prime Minister Giorgia Meloni, advocate for deregulation and a reboot of ties with Washington, others, notably France, have differing opinions.
One key debate revolves around defense spending and the extent to which EU countries should source arms from European companies exclusively. French President Emmanuel Macron argues for a strong European preference, while Merz and Meloni suggest a more open approach.
Macron's vision extends to protecting European industries across key sectors, citing the need to counter unfair competition from China and the US.

The financial challenges posed by the US and China are also on the agenda. EU leaders will discuss new financial tools to safeguard the bloc in a volatile global trading environment, marked by Trump's tariff blitzkrieg and China's restrictions on critical mineral exports.
Macron proposes Eurobonds as a means to challenge the dollar's hegemony, while Merz and Meloni follow an economic stimulus strategy advocated by former ECB head Mario Draghi.

The focus on economic security is echoed by Ursula von der Leyen, President of the European Commission, who emphasizes the EU's global power being tied to its economic strength.
According to an official EU poll, citizens across the bloc are calling for a stronger and more unified EU leadership to navigate the military threats, economic pressures, and climate instability.
