The National Capital Authority (NCA) has unveiled an ambitious plan to transform the Hume Place roundabout in the inner south, envisioning a vibrant, high-density residential hub. This proposal aims to create a much-anticipated eastern gateway to Canberra, with the potential for 15-storey apartment buildings.

The NCA's draft Amendment to the National Capital Plan seeks to realize the original vision of the Griffin Plan, a radial street design concept. It focuses on revitalizing the Hume Circle Precinct, a light industrial area, into a mixed-use, residential-commercial zone. This transformation will not only enhance the city's eastern entrance but also support the ACT Government's housing goals and urban renewal initiatives.

A Gateway to the Future

The Hume Circle Precinct, located at the intersection of Canberra, Sturt, and Wentworth avenues, is set to undergo a dramatic change. The NCA proposes rezoning the area to accommodate residential development, with a strict maximum height of 15 storeys (RL617) on the land surrounding the completed Hume Circle, including the extension of McMillan Crescent. This will create a dense, urban environment with a strong gateway character.

The inner circle, directly adjacent to the Canberra, Wentworth, and Sturt avenues intersection, will allow for eight-storey buildings, while 12-storey structures will be permitted along Dalby Street. These heights can be further increased to accommodate rooftop amenities, but no habitable rooms are allowed above the prescribed height limits.

Preserving Heritage, Enhancing Accessibility

The proposal ensures that heritage areas near the former dairy site will maintain their current height restrictions. Additionally, the completed Hume Circle will be accessible to the public, featuring a pedestrian connection from Canberra Avenue to Mildura Street, creating a welcoming gateway to the city.

The draft amendment is currently under public consultation until February 3rd, allowing residents to provide feedback. After this period, the NCA will consider the input and prepare a Consultation Report. The final steps will involve finalizing the amendment and making a recommendation to the Minister for Regional Development, Local Government, and Territories, Kristy McBain, for approval.
